we need is an open debate on the way forward for the UK. We must start by admitting the banking sector has become too big and out of control for a 

country the size of the UK. Most moderate UK citizens want to retain the City of London&#039;s skills set, and pre-eminence in the European Union, but 

not at the expense of sensible regulation.

Hopefully this is what this crisis will produce. A chastened, and smaller, City which realises 

it&#039;s eminence is largely due to it&#039;s geographical position on the borders of the European Union. In this sense Sarkozy&#039;s attacks on the City may 

in a perverse way actually help the City. It wiil be forced to re-assess it&#039;s too strong links to the  &quot;anglo-saxon&quot; US, and too weak links to the 

&quot;social model&quot; European Union,</description>

speeches to the House of Lords, and that was 30 years ago. The battle they want us to fight was tried and lost before. As Kaldor said then, the
